if i want to post admin application, and i am asking someone if he can help me with my English.
does it count as cheating?

Asking for help with your English isn't cheating as such, asking for someone to brush up your application for you would be.

By all means, go ahead and ask someone to help you with speaking/writing the language.

Problem here is that the application should be reflective of the person that is applying. Why should the application be better than how he would function in-game? We need to know if he is legible enough for adminning.

What I mean is, he SHOULD go and ask someone/people to go and teach him to speak/write fluently spontaneously, so he can do so in game and write applications well on his own, so he can ask people to help write in a better way that DOES reflect his new-found knowledge of the language.
Not to have someone write/tidy it for him.

Understandable, yes, but ideally, you'd want the fluency and coherency of Evo, Ron, Kevin and the like.
Grammar, like capitals, apostrophes and such are excusable, as long as the base content is clear.
